PALM BEACH, Florida -- During its annual meeting in Palm Beach, Fla., this week, the Independent Petroleum Association of America (IPAA) has commented, in various sessions, about its efforts to fight the Obama administration’s ongoing abuse of the Endangered Species Act (ESA). Unable to impose its will on the upstream oil and gas industry through congressional action, the Obama White House has taken to using a series of administrative actions to limit E&P activity, including use of the ESA as a weapon.
